    Abusive deputy fired after repeated tasering

    Gotta point it out when law enforcement does the right thing. Interestingly this was in Louisiana.

    Robert Hoobler arrested Leron Anderson last November for violating a protective order barring him from contact with the mother of one of his children. The deputy and the suspect had a verbal exchange, and Mr. Anderson says that the deputy used racial slurs. At that point, Mr. Anderson said, he began kicking the vehicle door to call attention to what was happening. That's when the deputy fired the Taser at him.

    But Deputy Hoobler didn't stop there. A video of the incident shows that the deputy fired the stun gun at least three times. That same video, taken by a camera that is activated automatically when the stun gun is fired, is what drew Sheriff Normand's attention.

    The Sheriff's Office had reviewed the matter and cleared the deputy. But Sheriff Normand said that he became "overwhelmingly concerned'' after watching the video.

    "The video reveals clearly that he's not resisting,'' Sheriff Normand said. It also captured audio of the deputy's verbal warnings -- issued prior to each firing -- to stop resisting. Sheriff Normand says that he believes those statements were Deputy Hoobler's attempt to justify firing the stun gun.

    The sheriff isn't ending the matter with Mr. Hoobler's termination. He has told the Jefferson Parish district attorney's office that he wants to pursue criminal charges against the former deputy. If that office decides not to go forward, he said that he'll forward the case to the FBI as possible civil rights violations.

    He's also said that he'll launch an internal investigation into why the deputy was cleared of wrongdoing, despite evidence to the contrary. That probe will begin after a criminal investigation into the incident.

    I wonder if the sherriff will have to watch his back now. So many $#@!s with a badge seem to expect carte blanche when they pin it on. Perhaps it's different in the counties where the SDs are less unionized than the big-city PDs. Maybe it's the fact that county sherriffs are usually elected rather than appointed. I don't know but when you hear about some top LEO doing the right thing, very often it's a sherriff rather than a police chief.

    Hats off to the sheriff for not letting it go after the IA cleared one of their own. Even if he has ulterior motives, at least there will be one less douchebag running around in a deputy's uniform.

    Credit to the Sheriff for being -- or appearing to be -- exactly what American law enforcement SHOULD be. Unfortunately, since you don't cross the blue line and stay employed to talk about it, I expect the police union money to fund his rival's campaign next election go-around.

    Thread title - and being an English prof - makes me wonder why they didn't just fire him instead of tasering him repeatedly and then giving him his pink slip.

    If the U.S. had more sherriffs like that, it'd be a much better place. Props to him for not only firing the POS but for going after him criminally.

    Newell D. Normand was elected Sheriff of Jefferson Parish by 91% of the voters in November of 2007. Sheriff Normand has previously served in various command positions during his twenty nine years with the Jefferson Parish Sheriff’s Office such as Chief Criminal Deputy, Comptroller, and Chief of the Louis Armstrong Airport Law Enforcement Detachment. Prior to joining the Jefferson Parish Sheriff’s Office, he started his law enforcement career in the Orleans Parish Criminal Sheriff’s Office serving high risk warrants and court capias.

    Sheriff Normand’s formative years spent at Jesuit High School instilled in him the value of education which eventually led him to receiving a Bachelors degree in Business Administration from the University of New Orleans, and a Juris Doctorate degree from Tulane University.
