After each half of Basketball potential flopping plays are evaluated. If it is determined a player flopped with out a doubt, then they are docked a foul. So if a player has one foul then is found to have flopped then he only has four fouls to give in the second half. Or if it occurs in the second half they start with 5 fouls in the next game.
It's extreme, but I'm really getting tired of it . And yes, such decisions can make a huge difference in the game.. that's the point.
