If the weather is nice, Mount Bonnell would be my first choice. Followed by the Wal-Mart at I35 and 290.

I proposed at LBJ Fountain on a cold December evening. Brought a blanket down there and proposed under one of those huge old oak trees. We point out the spot to our kids every time we drive by. 15 years and counting!
Mount Bonnell is a given. Are y'all from UT? If so, pick a meaningful building on campus that will be empty on Sunday. If she is low maintenance, take a walk on town lake and zilker and do it on one of the bridges, or rent a kayak and do it on the lake... bring champagne and glasses in a cooler if you can get away with it. You can also arrange to do it in the tower on a private tour but I'd call ahead asap and make sure they don't let anyone else buy tickets to the tour. I think you'd have to buy all of them so it's "sold out".
She is very low maintenance and laid back so Town Lake is a great suggestion. She knows its coming soon, but won't be expecting it on this trip.

I love Mount Bonnell so that's a good choice.
You can also get to the top of a ledge that overlooks the Pennybacker. I've seen pics and it's a great view but I'm not sure how to get there.
The Lamar bridge is nice, also.
Hire a plane to fly over the game with a banner asking her to marry you.

Pay Leslie to go up to her and say, "Hey! He wants to marry you. I would but you got dibs."
Pay the men cheerleaders to spell out the marriage proposal late in the game when we're up by a lot.

Proposed to my wife at Mt. Bonnell on the side facing downtown. Another good place, but it's only open 1:00pm to 4:30pm on Saturday & Sunday, is the Umlauf Sculpture Garden off Barton Springs.

There's a road off of Balcones Dr. that leads up a small hill. Go at night because towards but not at the top, you can look out at the neighboring hill and the street lights spell out the word "SEX."
